Lazy-imports

- Bump minimum version of Python to `3.9`
- Raise `ValueError` upon instantiating `LazyImporter` with duplicate attributes
- Include `extra_objects` in `__all__` and `__reduce__`
- Add type annotations to `LazyImporter(...)`
