0.3.0

This release includes radiotherapy features:
- Capturing the link between RTDose and RTPlan
- Capturing the link between RTPlan and RTStruct
- Calculating DVH parameters for **all** structures in a given combination of RTDose and RTStruct. This calculation is done using [dicompyler-core](https://github.com/dicompyler/dicompyler-core). The result of this calculation is a JSON-LD object (when calculated locally on disk), or the corresponding triples inserted in an RDF endpoint (when using the DICOM service to RDF endpoint).
