Lisc

The 0.3.0 update is new, non-breaking update to the `lisc` module.

The main updates to this release include:
- Add functionality to support 1D counts collection and collections across time (89 )
- Plot updates, adding new functions and update plots for counts (73, 78)
- Code updates, update path management (88) and URL batching (85)
- Maintenance updates: update Python version support (80, 83), installation (86, 87), and tests (82)

The 0.2.X series is a new series of the module, initialized here with 0.2.0.

This series is a non-breaking update on the prior release.

The main updates in this update include:
- Internal updates to the LISC objects, and processing (36, 39, 50, 60, 67, 68)
- Internal updates to the collection procedures (49, 53, 61)
- Updates to available plotting utilities and saving (41, 54, 66)
- Extended Pubmed collection to use additional settings, including setting date ranges (44)
- Add OpenCitations option to collect DOIs of citing papers (27)

This is a minor update on the 0.1.X series of LISC. There are no breaking changes in this release from 0.1.0.
