Localclustering

Trying to trigger archival on Zenodo.

Final version of the JOSS paper.

Updated `setup.py`, replaced the readme with an improved version, added more extra documents.

This is the first major (not semver major, just major) release of the library, hence the jump in minor version:
- A bunch of bugs have been fixed since the previous release and the code was also refactored a bit in some places.
- Other than the updates in the code, an IPython notebook has also been added to the documents that accompany the library. This notebook contains an executable analysis of the algorithms described and implemented by this library, using the Spotify artist graph.

This is the first release of the project that also includes the quasi publication of the implemented local clustering algorithms.

Contents:
- The *algorithms.rst* in the *documents* folder contains the description (sort of a base publication) of the *Hermina-Janos* local clustering algorithm this library implements.
- The code in the library implements the aforementioned clustering algorithm accompanied by utilities for node ranking and algorithm step tracking.
- A demo is also included that shows the basic usage of the cluster engines and the ranking module.
