Static data added to manifest

Adds and renames a number of styles for Opendata notebooks

Bug fix to ensure setuptools finds the right namespace for the magpye package

First beta release, introducing basic plotting functionality including:
- Plotting geospatial data on maps as contour lines, shaded contours and vector arrows
- Compatibility with data in GRIB format
- Compatibility with ecmwf-data
- Adding coastlines, gridlines and rivers to a map
- Adding titles, legends, and additional text
