Manageconf

To avoid any confusion on installing/importing and when to use a `-` and when `_`, let's keep it simple and just rename to `manageconf`.

Changes to:

- README including correction to usage example
- `Pyproject.toml` metadata for Pypi

Release to PyPI with following functionality:

- Builds a config object based on environment variables, settings files and (optional) parameters stored in AWS System Manager Parameter Store.

Improved documentation and PyPi description (vs. v0.1.0).
