I'm eventually gonna get the pypi stuff working...

Changes:
* Refactor and separate stackdriver log parsing logic
* Add function to get configured policies (and OPA logic to retrieve it)
* Add log message with configured policies to beginning of example code

Changes:
* Add stackdriver export + pub/sub example script and container image
* Add support for non-resource resources (such as resource IAM policies)
* Add resource support for GCP Storage Bucket IAM policies (not implemented in example yet)
* Add policies for GCP Storage Bucket IAM policies (disallow_allusers and disallow_allauthenticatedusers)
