Misleep

User can self define the start end line in the `config.ini` file under the misleep directory. Once you set color for a specific start end state, it will match the startend label automatically and make the line, text to the color you set.

Fixed bug of state spectral function.

1. Transfer result will export all states, including sleep states, start_end label, marker label. So the 'include start_end event' checkbox was removed.
2. State spectral analysis, add start time and end time editor, so users can crop the data for analysis.
3. FP_EEG align analysis is now available, mainly based on 'start_end' label. (See [notebook](https://github.com/BryanWang0702/MiSleep/blob/master/MiSleep/notebook/FP_EEG_align.ipynb))

1. New data structure (in matlab5.7 or matlab7.3) is avaliable in this version
2. Dock toolbar, is more flexible to use
3. Start-End mode support annotation in milliseconds for events.

+ fix some bugs, the annotation starts from 0 now, and each sleep state's end will be same with the next state's start.
+ In Start-End mode, when there is already a end line, click within a second of the end line, the start line will be automatically placed in the position of the last end line.
+ Publish 0.1.2, which can be download by `pip install misleep` directly, and also can be update by `pip install --upgrade misleep`.
