- silently skip bugs that seem to be all done (instead of verbosely
resetting sanity-check).

- do not test packages from dependency bugs, only these explicitly
required. Failures on dep bug packages will be reported in these
bugs.

- report immediate bug issues over issues of dependent bugs.
- implement proper merging of package lists (of dependent bugs).

- fixed a bug breaking '^' when combined with already-applied keywords.

- fix error when using system repository via relative path.
- report dependent bug problems explicitly (fix confusing errors).
- add proper (package list) error handling to apply & commit actions.
- teach apply command to ignore irrelevant dependent
keywording/stabilization bugs.
- add timeouts to Bugzilla requests to fix hangs.

- fix wrongly handling packages whose requested keywords have been fully
filtered out via CC (i.e. that were handled already).
