Ndn-hydra

This release packages the pip library differently.
Solves Issue "Inserted file not found 13".
Adds brief documentation on Pip Importing.

This eliminates the script problem.

This just gets ndn-hydra into pip and stabilizes naming across everything (github, readthedocs, pip).
