Neo-mamba

This release updates the existing components to be NEO [v3.0.0-rc3](https://github.com/neo-project/neo/releases/tag/v3.0.0-rc3) compatible. The other big update is wallet support allowing you import/create wallets and sign transactions.

This release is all about performance. `neo-mamba` has been taken to the next level with a 4x sync speed improvement now surpassing the C reference client `neo-cli`.

This release is Preview 3 compatible and adds the interoperability layer allowing for the processing of smart contracts. With this release basic node like capabilities like C `neo-node` are now possible (See the `/examples` folder)
