This is a re-release of 4.13.0 for the purpose of debugging issues with Zenodo.

I am in the process of writing an article for the Journal of Open Source Software. This release will be archived on Zenodo to obtain a DOI for the software to be included in the manuscript.
(Updating release hoping Zenodo will then recognize the latest release.)
