Nrel-jade

Adds these features:

Allow multiple submission groups where one group of jobs can use different Jade and HPC parameters than another
Multi-node-per-job manager script to make it easier to run distributed processes across nodes

Add flexibility to HPC submission parameters:
- Request nodes with specific amounts of memory or local storage space.
- Request multiple nodes per job.
- Create dry-run mode to inspect batch sizes before submission.
