Openfermion

- Fixed an issue with the `scipy` dependency, which caused an incompatibility with `openfermion`

- Fix an issue in PyPI packaging due to a missing MANIFEST.in file

- Updates to maintain compatibility with OpenFermion
- Libraries to measure 2-RDMs using Forest and spin-adapt 2-RDMs
- Updates to work with pyQuil v2 (which means this now requires py36)

Fix bug in pypi install dependencies.
