Ora2

This is the final step in a deprecation/change in edx-platform `CourseWaffleFlag` init signature. This change is now using the latest `CourseWaffleFlag`.

This is a temporary step to get to a new version of CourseWaffleFlag.
This change is dependent on the introduction of FutureCourseWaffleFlag in edx-platform.
