Overlay-maintain-tools

* Fixed error in remote version comparison
* Added mkreadme filter to not show duplicate versions

Now overlay-maintain-tools can check repology.org for versions of packages greater than ones in overlay.

This check has been implemented as a command separate from existing check-remotes command since repology is not (yet) a valid remote.
