Maintenance release - fixes a requirements bug erroneously requiring `versioneer`.

Update the KFE eV ranges to reflect the new expansion.

Add utilities for creating and inspecting the eV bitmasks used for PMPS!

- Include various `diffraction` calculations used for the LODCM
- Reorganize the module to include shared `constants` and `common` functions
