Re-structured for distribution as a python package

Current stable version. Does not include Baker-Jarvis iterative procedure.

Added capability to normalize bulk density to 1.60 g/cm^3 using either Lichtenecker or Landau-Lifshitz-Looyenga equation.

If data is normalized, draw_plots will use unnormalized data and perm_compare will use normalized data.

Includes permittivity calculation using New Non-Iterative and NWR algorithms. Baker-Jarvis Iterative method still under maintenance.
