Planutils

Major shift to having packages be runnable with the sister project to host planning services in the cloud.

- Added Scorpion planner
- Fixed bug in permissions on Pyperplan
- Use more appropriate path for running installed packages

This is likely the last before we shake up the manifest in preparation for the remote services integration.

Forgot to bump `setup.py`

Can now run the `planutils` packages through `planutils` itself. Discussed in 14 and closed in 49
