Fixing missing requirement.

- Added machetli package
- Remote mirror of executed commands
- Added local server environment

Major shift to having packages be runnable with the sister project to host planning services in the cloud.

- Added Scorpion planner
- Fixed bug in permissions on Pyperplan
- Use more appropriate path for running installed packages

This is likely the last before we shake up the manifest in preparation for the remote services integration.
