Changes:
* Added Quarto documentation with an example notebook using `air_temperature` dataset from `xarray`.
* Tests now run on Python versions 3.9, 3.10 and 3.11 instead of 3.7, 3.8 and 3.9.
* Enabled pre-commit with black code style.
