Several key updates:
- streamlining of loading a `State` object into code via a standard file structure
- ability to configure fetcher using a JSON file
- district field postprocessing using regular expressions
- decoupling `StateParser` from files that live in the package
- geodata itself is now independent; no `.gpkg` or `.pkl` files in the package anymore
