- Translate all untranslated & empty msgtr

While working on URB-2503 and while I was there, I took the opportunity to translate all untranslated and empty msgtr in the urban.po file. [dmshd] (URB-2503-Fill_all_untranslated_msgtr)
- Replace None occurences by "Aucun(e)"

I replaced all "None" occurences and set "Aucun(e)" as the default value for translations instead of None or "-" for improved readability / accessibility / ux.

- Improve / translate "See more..." link text

I had to translate "See more..." and decided that "Lire les textes" would be a better translation for better readability and accessibility.
The context is a link that follows "Textes du point Délib: See more...".
Now it reads "Textes du point Délib: Lire les textes".

I had a network problem and I had to rerun from the beginning. Took a long time. I searched for a way to fasten and discovered that I could set the cache directories. I set the cache directories as the iA.Delib team does it at iMio.
