Ptarcade

This release fixes issues with NaN's in priors and adds an option to specify the directory in which to save posterior plots.

This release fixes a bug with out plotting routines. We were looking for `None` in our priors, but we had recently change to using `numpy.nan` for numerical reasons.

Update dependencies to fix cython 3.0 issues.

This release contains the code as it was during the search for signals from new physics in the NANOGrav 15-year data set.
