Pylibgen

Bumped `requests` to 2.22.0.

Whoops, I forgot to change my package boilerplate - wheels are now py3 only to prevent confusion (more specifically, they should be py36 and py37, but I did not generate these because in setup.py I state the appropriate version classifiers, and assume most people will be installing via `pip`). Due to PyPI, this unfortunately necessitates a version bump.

Final major release. This project is now archived; I am willing to make or accept pull requests for small maintenance releases if they are trivial, but any changes required due to major/breaking changes with libgen's internals will not be implemented.

This is the first official release of `pylibgen`. Tags and releases for past versions have been deleted.
