This is the initial release of PyOcto, a space-partitioning based seismic phase associator. It contains the code, the documentation, examples, and the CI for testing and publishing PyOcto. Minor changes need to be incorporated once a DOI has been assigned, the paper has been preprinted, and eventually published.
