Pyop

Set lowest version of oic dependency to stabilize behaviour.

Revert support additional scopes as introduced in v2.1.0
The feature has been reimplemented in a non-backwards compatible way.

- Fix build failures due to file-name-reuse errors from pypi

- pyop is now under IdentityPython
- Update pyoidc/oic dependency to the latest version
- Run automated tests in verbose mode
- Add pytest as a dependency for running tests
- Fix tests to run with latest version of pytest
- Support additional scopes as supported by oic
- Fix typo in readme

Return refresh token only if we issue one (22)
