Pyseaflux

Faster calculations in general by simplifying code.
Checks are not implemented by default but can be triggered.
Bug fixes for high level function.
For flux_bulk, now kw must be explicitly given due to the considerations required in calculating kw.
If input arrays are xarray.DataArrays, then attributes are written to output (e.g. units).

The previous release had a bug that needed to be fixed - yaml files required for download data were not included in the PyPi distribution.

Made it easier to calculate SeaFlux dataset in the future by creating a pipeline for different data elements of SeaFlux.

Used the cookiecutter template from https://github.com/jbusecke/cookiecutter-science-project.
