Pytest-power

- Use looser dependencies so that packages depending on pytest-power can use newer versions of pytest and pytest-mock
- Target 3.9 in the CI

- Fix patch.everything raising errors when patching __init__
- patch.init can patch many classes at the same time

- patch.everything supports autospec, excludes and includes keyword arguments

- patch_init no longer has autospec enabled by default
