Python-dime

* Clean up the code.
* Simplify docstrings.
* Add documentation.
* Add another example: tiny DIME producer.
* Include MANIFEST.in in the tarball.
* Improve the setup script:
+ Add Python version check.
+ Use distutils644 to normalize tarball permissions etc.
+ Remove poorly standardized “platforms” metadata key. (The information
about supported platform is available in the “Operating System”
classifiers.)
* Put license into a separate file.
