Bug fix: Fixed memory leak with video type devices in waggle.data.

Bug fix: plugin publish function was missing meta kwarg.

* Plugins use new JSON based protocol internally.
* Added WAGGLE_PLUGIN_UPLOAD_PATH to specify upload staging path. (Default is /run/waggle/uploads.)

Note: This is the last release which includes the legacy protocol submodules. Future releases will drop these.
