Refrapt

Now detects which Index files have changed and only processes those subset of files for a faster mirroring process. See PR 4.
Translation files are limited to your Langauge. See PR 5

This release contains the following:
- Resolved an issue where each source was being processed for Cleaning, causing duplicate directories to be considered for Cleaning. Resolved

- Add support in PR 1 for configuring per-directory settings
- Changed logging behaviour so that DEBUG logs are only written to file to prevent clogging the display. Added additional debug logging. Included in PR 3
