Check for partition missing in entry when a job has been canceled.

Now will query scontrol to lookup the partition's maxtime to determine Timelimit of Partition_Limit.

As a stopgap, will ignore timelimit of Partition_Limit, treating it as UNLIMITED for now.

Will handle cases where the admin comment is non-empty, but not from jobstats
