Romspline

Reverts to original greedy algorithm behavior from a pull request incorporated into v1.1.1.

- Fix import statements for full use with Python 3.
- Updated software for release on PyPI.

Initial updates for romSpline to be executed in both Python 2 and 3 versions.

This release contains the romSpline package released originally on the bitbucket repository at https://bitbucket.org/chadgalley/romspline. All future updates on github will be incremented relative to this release version number (1.0.0) using the semantic versioning scheme. romSpline hosted on the bitbucket repository will no longer be actively supported going forward.
