Runlike

Added support for:

- Python 3 (Thanks, zjuchenyuan)
- Restart policies, capabilities and decives (thanks, zzzeek)
- Dockerized `runlike` (thanks, jonathanmorley)

Also improved `--port` support, and lots more testing.
