Scikit-ntk

This version contains no new changes to the actual NTK and a number of changes related to the development pipeline. Most significantly `scikit-ntk` now has full dependency support for Python 3.7 to 3.10 on Linux, OSX, and Windows. The other new stuff on the development side of things: full automation of linting, building, and testing as well as PyPI releases.
