Scoringrules

This release introduces weighted scores 4 by sallen12 (👏 ). The following weighting schemes have been implemented:

- threshold weighting
- outcome weighting
- vertical rescaling

for the ensemble-based metrics: CRPS, Energy Score and Variogram Score.
