Simplesettings-py

- Actually make the package work by replacing - with a _ in folder name xdd
- Add loads() to `__init__`.py
- Update README

- Fix adding extra newline in the beginning of the settings file

- Rename simplesettings.py to settings.py in src/simplesettings-py
- Add import(s) in `__init__.py`
- Add License pyproject.toml
