Prints out script and test query durations.

Don't `sys.exit()` when a circular check passes.

Don't `sys.exit()` on a successful run. Airflow interprets this as a failure.
Do `sys.exit(1)` when an exception is caught.

Fixes issue with circular dependency check when running a subset of targets.
