Effects Update!
This update focuses on the addition of effects, a new element in the Terrarium environment.
**Effects**
- They are temporary attributes that can be observed along with cell occupants (entities)
- There can be multiple effects for a single cell.
- Only last a specified amount of time
- Strength is lowered until the effect is eventually removed

- increased vision distance
- removed entity deletion in observation
- fixed bug when agents try to observe cells outside of the environment (specifically negative numbers which cause errors)

- Added attack action
- Changed agent.class -> agent.classID to stop conflicts with language keywords
- Fixed minor bugs

This is the first release of the simulation service.
This can be used for training AI and preparing them quickly for the online environment.
