Tf-explain

First version of the package, with 2 different APIs:

- a core API to use on loaded models, outside of training
- a callback API to use inside `.fit` and `.fit_generator` methods

Available methods in this release are:

- Activations Visualization
- Occlusion Sensitivity
- Grad CAM
