Tja2fumen

This is an emergency patch release to fix a simple bug with how HP header values are computed: https://github.com/vivaria/tja2fumen/commit/3704d0a627c3927acf2da225ec34d57c59ca9dd9

This bugfix release contains the following changes:

- Fix crash for `SECTION` commands that occur before the first `BRANCHSTART` (36)
- Overhaul header metadata code with new `FumenHeader` Python class (plus use ints, not bytes) (45)
- Fix branching behavior for `BRANCHSTART r` songs (46)

With these changes, `tja2fumen` should now properly handle branching songs with many different configurations of `SECTION` and `BRANCHSTART`.

This bugfix release contains the following changes:
