Tksvg

This release marks the first source release of TkSVG for Python. It is built from `tksvg` 0.7.

Copy nanosvg from tk trunk. Apply security patches 184,185

This is tk branch "bug-d6e9b4db_svg-match-big-file" [https://core.tcl-lang.org/tk/timeline?r=bug-d6e9b4db_svg-match-big-file] including new features:

* Guard against performance degression and tcl memory error, when large (binary) files are presented to the match function
* Options -scaletoheight / -scaletowidth

This code is repackaged from the SVG image handler integrated into Tk 8.7 (prerelease), which was based on the previous versions of TkSVG. Many thanks to Rene Zaumseil, Christian Werner and Harald Oehlmann for picking this package up, bringing it into Tk core and updating it with newer SVG and Tk features.

Please note that the binaries have been updated on 2nd of October, 2019, due to compilation problems under Windows.
