Adds in vue frontend - review the README for what must be included in settings.py to use.

Adds `views.py::CreateEventFromSCiMMAAlertView` which creates a new
Superevent instance from the superevent_id extracted from an LVC Counterpart alert.
At the moment, LVC Counterparts are the only alerts that have a parsable GraceDB
superevent_id (the `event_trig_num`).
