BREAKING CHANGE

- removing function used in several toolboxes which requires breaking change

- **merge_dicts**: removed tsutils.merge_dicts and replaced with {**x, **y} in all toolboxes

- fixed force_freq which was working and then NAs were dropped reversing what force_freq did

- breaking change because all toolboxes that used typic now need to change to pydantic

- removed all typic and replaced with pydantic

- removed hspf_reader as dependency and added needed code to toolbox_utils to support hspf_reader functions
