This is the initial release for `torchdetscan`, which can be used to find non-deterministic pytorch functions in your code. These functions are listed [here](https://pytorch.org/docs/stable/generated/torch.use_deterministic_algorithms.html). Some of those functions can be made to behave deterministically by invoking `torch.use_deterministic_algorithms(true)`; the list of those functions is found on the same page.
