* `tacl` can now be used via `alt.api.tsd.usit.no`, available on the `fx03` network
* some minor UX improvements

Note that the `--import $FILENAME` argument now has to be the *final* argument you pass to `tacl`. The help text you get when running `tacl --help` has been updated accordingly.

* Bump s3cmd dependency to v2.0.2-custom-headers for Python 3 compatibility.
* Fix an exception print statement.

This updates the client to python3, and allows downloads to work even when intermediate proxies strip etag headers.
