There was a shortfall in our regex when checking for version numbers where alpha/beta designators weren't matched.

Further tweaks in support of ConductR 2.1 and its support of OCI

The `bndl` command allows creation of ConductR bundles from Docker or OCI images.

Improvements:
- 378 The `conduct info <bundle id>` is now presented to the user whenever a bundle is loaded, run, or stopped .
- 380 Tags are shown in `conduct info` in lieu of compatibility version if present.

Fixes:
- 349 `conduct deploy` command has been updated to match the actual Bintray webhook header.
- 370 number of agents is optional when performing license validation.
- 371 dedup lines from `sandbox logs`.
- 390 handle DCOS error when license endpoint is not present.
