This release updates the library to fix SoPN publish date for London Assembly elections according to a document released by the Electoral Commission

This release updates the library with 2022 bank holidays and removes 2015 bank holidays.

Open bank holiday file with UTF8 encoding.

Add timetable for postal vote registration
