- Adds a second DAO to connect to the AzureAPI endpoints.
- Switches manual cohort creation to new endpoint

Use the two new ("static" and "dynamic") filter values API endpoints, to allow clients to cache the static filters while refreshing the dynamic.

Due to a bug in AdSel's handling of pagination on the major details list we're going to request the full list of majors with every request.

This release _should_ contain the last of the workspace context additions to support workspaces across all AdSel functions.
