Adding new script to merge PDFs within a given directory into a single merged PDF.

Some times I find the urge to merge multiple PDFs together. This is available via tools like Adobe or other PDF viewers, but is often not free.

Some Plamo manuals are not available online in a singular PDF, and so the quick solution I came up with was to scan the manual myself and convert the given images into a PDF for later use.

* Added new `CommandRunner` class to utils to interface run commands programmatically via Python using subprocess
* Added new `Compose` class and its own module to manage and generate aggregated compose files
* Fixed bug with `get_immediate_subdirectories` where it was returning a list of absolute paths, now it returns just the relative path so its cleaner.

Small refactoring and moving distribution from local twine to Github Actions.
